Project’s objectives and goals

The main project’s objective is to enhance VET quality and attractiveness through innovation practices transfer to identify, certificate and recognize knowledge, skills and competences acquired within different learning paths (non formal and informal) in different UE Member States, i.e. promotion of qualifications/competences transparency through non formal and informal learning on the job validation.
The mean to realize this objective is ECVET model transfer denominated with units of learning outcomes (transferred from Italian partner Training 2000). The model will be supplemented and adjusted to calculate, accredite and accumulate ECVET credits denominated with validated professional competences as learning outcomes acquired on-the-jobs. Thanks to this closer unification of meanings: educational standard and professional standard may occur.
Among goals there is designing of common quidelines as well as procedures and tools indispensable to draft common standard of validation of qualifications/competences for chosen professional profiles in building construction sector.
Thanks to this the project will give an aswer on dynamically changing needs of building construction sector towards qualifications/competences through enhancement of ECVET instrument implementation. The project will contribute to increase of building construction sector competiteveness in Europe and will have an impact on increase of EU Member States citizens employability.

Description of planned activities and partners' roles

The project will take 2 years from January 2013 till the end of December 2014. The workplan is divided into 8 work packages:
1. Project Management - the Applicant partner responsible for this one. The Applicant partner will design and sign bilateral agreements with partners of the project. All partners will play an active part attending all planned meeting. Partner 5 will be responsible for the Internet platform for management, administrative and evaluation work to be done within the consortium. The consortium will design and sign the Agreement of Property Rights and Commercialisation of products and results.
2. Analysis and preparatory research on the professional field concerned by the project - building construction sector to reveal the similar professional qualifications across the participating countries, classified within EQF and to identify quite similar occupations (professions) to be covered by the project. All partners are obliged to take an active part in this WP.Partner 5 will be responsible for this WP.
3. Shared design of the professional qualification clusters (occupations) / professional profiles previously identified and chosen, in terms of activities, tasks, competencies, certification objectives, units of learning outcomes. Partners 4 and 5 will be responsible for the work done in Poland, Partner 2 will be responsible for the work done in Italy and Partner 3 will be responsible for the work done in Switzerland. Above mentioned partners will be responsible for this WP in common.
4. Elaboration and publication of the Compendium "ECVET credits for professional qualifications/competencies in building construction sector: How to exploit it?". The Compendium will contain previously designed professional qualifications clusters in terms of denominated learning and professional standards in these clusters. All partners are obliged to take an active part in this WP. Applicant partner will be responsible for this WP.
5. Design and signature of the Memorandum of Understanding – MoU ECVET for the denominated learning outcomes previously identified and designed. All partners are obliged to take an active part in this WP. Partner 4 will be responsible for this WP.
6. Drafting ECVET credit points accreditation model and tools for professional qualification clusters (occupations). Elaborations and publication of the Guidelines. All partners are obliged to take an active part in this WP. Applicant partner is responsible for this WP.
7. Quality - monitoring and external evaluation activities to ensure the quality of activities and results/products to be developed during the project. All partners are obliged to take an active part in this WP. Applicant partner is responsible for this WP.
8. Dissemination and exploitation - include dissemination and valorisation/exploitation activities: establishing of the Steering Committee in Poland (stakeholders, certification and validation bodies, social partners, representatives of VET institutions in building construction). The Steering Committee will play the opinion giving/advisory and first of all feedback giving role. The organisation of dissemination seminars/workshop in each country aimed to ensure that the successful project’s results/products will be transferred to the appropriate decision-makers/stakeholders in sectoral, national and European systems. All partners are obliged to take an active part in this WP. Applicant partner will be responsible for this WP, though Partner 4 will be responsible for the organisation of Steering Committee's meetings.
